Rights groups protest NGO shutdown; support anti-torture

I just received an announcement by a significant number of Egyptian human rights organizations protesting security measures to crack down on AHRLA (Association for Human Rights and Legal Aid) recently. They’ve been one of the most active rights lawyer groups, even supporting refugees. They’ve also recently upped their torture-combating profile. Mid last week i was told that they had heard about their being shut down through the papers. I havent followed closely, but it seems the security apparatus has stepped up their efforts. Also, according to facebook (hah! the irony of using a data-sorting social network application with strong, plausible CIA links to agitate against a government with strong CIA links), there’s a protest against torture this evening at the press syndicate (630 – 930).

حركة حقوق الإنسان تتصدي للإجراءات البوليسية وتعلن : محاولة إغلاق جمعية المساعدة القانونية لن تمر القاهرة في 9 سبتمبر 2007م. قررت جمعيات ومؤسسات حقوق الإنسان المصرية والمجتمعة في مقر جمعية المساعدة القانونية لحقوق الإنسان في مساء السبت 8 سبتمبر التصدي للإجراءات البوليسية التي اتخذتها الحكومة المصرية لمحاولة إغلاق جمعية المساعدة القانونية عقابا لدورها البارز في التصدي لمنهج التعذيب المنتشر في مصر . وكان ممثلون لأغلب الجمعيات والمؤسسات الحقوقية الناشطة في مصر قد اجتمعوا في مقر جمعية المساعدة القانونية عقب إخطارها بصدور قرار بتصفية الجمعية وما زعمته وزارة التضامن الاجتماعي من وجود مخالفات مالية ، كمحاولة لتشويه سمعة القائمين على إدارة الجمعية وتمرير محاولة الإغلاق ، بعدما ظنت الحكومة المصرية أنها نجحت في إغلاق دار الخدمات العمالية والنقابية. وقد قرر الممثلون لحركة حقوق الإنسان في مصر التصدي لهذه الممارسات البوليسية السافرة بكل السبل المشروعة بدءا من الإضراب عن العمل والتظاهر وحجب المواقع التابعة لها ، مرورا بفضح ممارسات الحكومة المصرية أمام المؤسسات الدولية والاتحادات الإقليمية مثل الاتحاد الأوربي والاتحاد الأفريقي ومؤسسات الأمم المتحدة ولجانها المختلفة ، وصولا لمقاضاة الحكومة المصرية وكشف القناع عن طبيعتها المستبدة التي تأبى أن توقف أو تحد من ممارسات التعذيب المنتشرة في مصر ،و تحاول بدلا من ذلك إسكات أحد أهم الأصوات المنددة بتلكم ممارسات ، باتت سبة في جبين نظام حكم لا يستطيع الحياة سوى في ظل حالة الطوارئ والمحاكمات الغير عادلة وتكميم الصحافة . كما قررت مؤسسات حقوق الإنسان في مصر أن نشاط جمعية المساعدة القانونية لن يتوقف تحت أي ظرف ، حيث قررت العديد من المؤسسات الحقوقية ان تستضيف جمعية المساعدة القانونية لممارسة عملها ، وسوف تبدأ الاستضافة بمركز هشام مبارك للقانون والشبكة العربية لمعلومات حقوق الإنسان ، في حال استخدمت الدولة القوة في إغلاق جمعية المساعدة . وكان لتلويح الحكومة المصرية باستخدام وسيلة تلويث السمعة عبر اختلاق تجاوزات مالية لمسئولي جمعية المساعدة أثره البالغ في تصاعد حالة الغضب لدي ممثلي مؤسسات حقوق الإنسان وزيادة إصرارهم على التصدي لهذه المحاولات المفضوحة ، لاسيما وأن هذه الجمعية الفقيرة ماليا والقوية بمواقفها قد تعرضت للعديد من المضايقات التي تمارسها وزارة التضامن الاجتماعي والتي لا تعدو ان تكون واجهة لجهاز مباحث أمن الدولة الذي يحكم سيطرته على مقاليد الحياة السياسية في مصر ودأب على ارتكاب تجاوزات ضد كل المطالبين بحرية الصحافة أو احترام حقوق الإنسان في مصر. وقال ممثلو حركة حقوق الإنسان في مصر ” محاولة غلق جمعية المساعدة لن تمر ، والصراع بيننا وبين هذه الحكومة البوليسية أصبح مكشوفا وعلنيا ، والحكومة واهمة إذ تظن أن تكرار سيناريو إغلاق دار الخدمات يمكن تكراره ، وتغليف قرار الغلق السياسي بطابع قانوني بات وسيلة مفضوحة ، وليس أمام الدولة سوى استخدام القوة والكشف عن وجهها البوليسي وإيداعنا السجون أو ان تعلن عن حق المجتمع المدني في ممارسة عمله بحرية واستقلالية”. وقد رفض ممثلي حركة حقوق الإنسان اللجوء للكيان الشكلي الممثل في المجلس القومي لحقوق الإنسان قائلين ” هذا المجلس وأعضائه يعلمون جيدا بما يحدث ، وسياسية إمساك العصا من المنتصف التي يتبعها لم تعد تجدي ، عليهم أن يقرروا بأي جانب يلتحقون، جانب الحكومة البوليسية وإغراءاتها أو جانب النضال الحقوقي والتمسك بحق المواطنين في حياة ديمقراطية ومؤسسات مدنية تعبر عنهم”. التوقيع الأولى : البرنامج العربي لنشطاء حقوق الإنسان المركز المصري للتنمية و الدراسات الديمقراطية الجمعية المصرية لدعم التطور الديمقراطي الجمعية المصرية للمشاركة و التنمية المستدامة الجمعية المصرية للنهوض بالمشاركة المجتمعية الجمعية المصرية لمناهضة التعذيب الشبكة العربية لمعلومات لحقوق الإنسان المؤسسة العربية لدعم المجتمع المدني وحقوق الإنسان المركز العربي للديمقراطية وحقوق الإنسان المركز المصري لحقوق الإنسان المنظمة العربية للإصلاح الجنائي المنظمة المصرية لحقوق الإنسان جماعة تنمية الديمقراطية جمعية التنمية الصحية والبيئية جمعية المرصد المدني لحقوق الإنسان جمعية أنصار العدالة لحقوق الإنسان دار الخدمات النقابية والعمالية معهد الديمقراطي المصري مؤسسة المرأة الجديدة مؤسسة حرية الفكر والتعبير مركز الأرض لحقوق الإنسان مركز القاهرة لدراسات حقوق الإنسان مركز النديم للعلاج والتأهيل النفسي لضحايا العنف مركز أندلس لدراسات التسامح ومناهضة العنف مركز هشام مبارك للقانون http://www.hrinfo.net/press/2007/pr0909.shtml

Human rights movement stands-up against police measures and says:
No to closing down the Association of Human Rights and Legal Aid
Cairo, 9 Sept, 2007

Egyptian human rights organizations and societies joined forces and gathered inside the office of the Association of Human Rights and Legal Aid Saturday night 8 September and decided to stand-up to the police measures taken by the Egyptian government to shut down the Association in retaliation to its significant role in exposing the institutionalized and widespread torture wave hitting Egypt.

Representatives from most of the human rights organizations and societies working in Egypt came to rally inside the office of AHRLA immediately after the Association was notified of a closing-down order as the ministry of social security alleged financial Malfeasances in an attempt to defame AHRLA and set the ground to shut it down after the Egyptian government presumed that it has managed to silence the voice of the centre for trade union and workers syndicate.

Representatives of Human rights organization in Egypt decided to fight back against these flagrant police practices by using all the available legitimate measures e.g. labor strike, demonstrations, closing-down their websites and exposing the practices of the Egyptian government before international organizations and regional unions ( European Union, African Union and the UN and its various committees).Egyptian Human rights organizations working in Egypt also intend to sue the Egyptian government and expose its authoritative and unabated institutionalized torture practices. The Egyptian government instead of working to improve its human rights records has shown a relentless desire to silence one of the most outspoken voices against these practices which are rife under the emergency laws and include unfair trails and gagged press.

Human rights organizations working in Egypt decided that AHRLA will not have its voice silenced under any circumstances as Hisham Mubark centre and HRINFO decided to share their offices with the Association in case the authorities forced AHRLA out. The gestures the Egyptian government showed to defame AHRLA by purporting financial malfeasances was an escalating factor that contributed to enrage human rights organizations and induce them to stand-up against these disgraceful practices given the fact that the association which is suffering from lack of funds yet not of will has seen many harassments made by the ministry of social security which is nearly working as a façade for the dominant state security services and its iron hand laid upon the freedom of the press and human rights.

“The attempt to shut down AHRLA will not pass, it’s a show-down between us and this police-minded government, the government falsely believes that it can make it as it did with the union centre and to hide this politically motivated decision behind a legal mask, which is an over-used practice. The government has no other resort but to reveal its true domineering face and send us to jails or to acknowledge the right of the civil society to work freely and independently”. Representatives of human rights organizations said.

Representatives of human rights organizations refused to bring the case before the ineffective body i.e. the national council of human rights.” This council and its members know very well what is going on, the policy of compromise they maintain is not effective any more and they have to decide which side they will take, either the government and its promised heaven or stepping up on the plate and join the people in their struggle for a democratic life and civil organizations that truly represent them” Representatives of human rights organizations said.
